No, it was originally proposed to be at the entrance of Suez Canal Egypt, and original name was "Egypt is the gate to Asia". But after that, and due to financial issues, it was recommended to be from French people to American people. French people made fund raising to build the statue and to transport to the States. American people made fund raising to build the base, including donation of 400$ from Addison. It's a real good history to find out in the museum over there.
