My mother was making 40k and raising 3 kids and we were still considered low income to a certain extent

To be eligible for public housing your household income must be at or below 80% of the area median income based on famy size. To be eligible for a federal voucher it must be 50% or below. There are other local programs where qualifications may be slightly different.
