Only family pass holders may drive a vehicle onto the cemetery grounds. If you are attending a funeral, you may drive to the service and then back out again.

The website says the Welcome Center closes at 7. Does that mean they no longer let people in after 7 or do they stop allowing people to enter the cemetery earlier?

Can you put a flower holder next to a tombstone at Arlington Cemetery? I've seen them and wanted to inquire. We often take flowers to my mother-in-laws grave and place them on the ground.
