Can you put a flower holder next to a tombstone at Arlington Cemetery? I've seen them and wanted to inquire. We often take flowers to my mother-in-laws grave and place them on the ground.

Depends on time of year. There are restrictions about when u can use real or fake flowers. Outlined on website.
