By the cemetary interpretive bus service or on foot.

If you are handicapped in any way, spend the money on the tour bus! The cemetery is all hills and extremely difficult to walk when you have limited mobility. Not many places to sit down and rest either. Almost no shade, very bad on hot days.

Yes...either by walking or the narrative tour. Or you can bring your own tour guide to show you around the cemetery

There's a little train going around if you don't want to walk. The cemetery is so big that it's not necessarily a bad idea to take it. It leaves from the visitor centre and go to JFK tomb and unknown soldier tomb. Buy your ticket in the visitor centre.
