Free, I went on a 6 hr tour coordinated by the Hotel I stayed in. We hit all the memorials, a boat ride and lunch included for about 75 bucks. All the Memorials and 19 Museums are FREE.
No charge for admission or the feeling of patriotism. Most people walk the national mall area and take in all the sites. I would take a taxi or metrotrain to the area to avoid parking issues.

Its free to visit yes. As for parking not sure, we did Uber or Lyft in DC which is lot cheaper than renting a car.
