The Refuge is open and accessible. Every Friday the Wildlife Drive is closed for a couple of reasons but everything else is open. The Visitor and Education Center is open every day from 9-4. There are a few rangers back to work and the wonderful volunteers to help the refuge run. The Wildlife Society is also open and will be regardless of the government shutdown.
You can enter the park but it is at your own risk due to no rangers being on duty. The office is closed and the trams are not run but you can walk the trail.
