The day I went up it had snowed the day before and it was beautiful. I guess if its actually snowing your view will be limited

There is a lot of information to see but if it's cloudy or foggy the core will be affected if it's snowing but seems clear it will be worth it still to go - your will just be taking a chance.

Any day try to go just before sunset so you get a glimpse of the city lights as well

It doesn't really matter snowy day or not. Snow doesn't affect views of the city. I might actually be unique and prettier view if white snow covers roads. The cold wouldn't matter because you will be enjoying the views from behind glass
