Depends on the cloud coverage really; if it's low mist you can get amazing views, but if it's thick clouds, don't expect much I'd say
If you pre-purchase tickets and it's cloudy on the day of, they will offer you an exchange for another day. If you are offered that I highly recommend you take it, with heavy cloud cover you can't see anything unless you also rent the iPad viewer for 15$/viewer or 20$/2 viewers. Definitely not worth the trouble if they say it is a low visibility day
I went in July 2017 on a rather rainy and cloudy day. Even so, from the windows on 1 WTC, you can see all of Manhattan and for miles past without a doubt. There are several suggested times of day to go to 1 WTC Observatory. For instance, twilight time is an interesting time I'm told. I'm making plans to go again and again because I don't think you see the same thing twice in exactly the same way. I'm taking a group of 3rd and 4th graders to the observatory in May 2018. I hope it is a clear day.

If it is a fog or heavy mist view may be obstructed. If you are in NYC turn on the local morning weather, they will show you visibility. Great tour...well worth the duckets....
If it is too misty, avoid.
