Do any of the three levels offer an outdoor viewing deck and if so, is some sort of package upgrade required for it? Am wanting to shoot with my DSLR but not wanting to bother if it’d only be through glass.

No, there is no outdoor observatory deck at One World.

They do not have a outer deck in the observatory but I'm just a kid so do you will with that but no, there is no outside view
