Yes you can have 4 people if you have double beds. And you are charged by the room not number of people

I think I paid $100 for a single occupancy room with a queen bed. There rates may have been higher due to the conference. They had a sign at the hotel advertising rooms for $79

If you're booking direct with the hotel the room rate is for the room and not per guest. All the rooms have two doubles so you can have four people.
