You can probably find street parking somewhere in the vicinity, but traffic on PCH is pretty treacherous. I recommend the paid parking lot. It's safer and WAY closer.
On temescual cyn u can park free but hve to walk down hill n cross pch. Scary to me. Parking is 7.00 before 9am and 15.00 after 9am

I agree with Elaine! There really isn't free parking at this Beach, however you can park on Temescal Cyn Road but risk getting your car broken into!
I would suggest You to pay the parking fees. The parking places are literaly on the beach and you don't have to risk your life crossing the PCH.
