Can i have a simple walk on beach wedding ceremony there without a permit? 30 people, no chairs or arch. Just a quick 10 min ceremony

This is definitely a question for the Parks & Recreation folks. One would think a brief gathering of 10 minutes of 30 people could be done in conspicuously, but you better double check.
