Isnt this where you can apply for Medicaid? So if Medicaid has a housing program and I needed to report an apartment complex they house clients at for there wrong doings, who would I send my letter to or call?

You can. But going to the welfare office is better. Medicaid itself doesn't have housing programs. That would be HUD or the Southern Nevada housing authority.
