Usually when an organized group wants to film or have an organized photo shoot in a public place, there are ordinances that requires the group to either register or get a permit to do so. You should contact the public relations department for the courthouse directly, so you don't end up with a surprise! Because what happens if there are 10 other wedding parties wanting to do the same thing, at the same time?

I would run it by them, if you're looking for a place to take photos for your wedding. If I was a manager there, you would have my blessing :D
