They don't have a public fax number unless it's related to registration or reinstatement. For proof of insurance there is a fax but they only accept faxes from insurance companies. They will sometimes fax things for you to specific departments but will charge a fee of approximately $11.00. Without knowing the reason for the transmission it's difficult to direct you. There is not just one fax number. There are different fax numbers for different departments and situations.
