Personally I would ask the landlord if a pet fee is paid could you keep your cat inside? If the landlord just refuses to allow a cat then you have a few choices. You can find it a great home or you could let it be an outside cat but if I had to go this route u would make a great cage like container for it. That way it could be outside and enjoy the good weather and not be in harms way from another animal. Please do your beat to try and keep your baby. But turning it into a shelter is something I personally can't and will never do. You just never know if it will end up in a good home or end up stuck in a cage in the shelter or even end up being euthanized. Cats love outside. You could get creative and make it a special place to be in made of wire so it gets plenty of air and make it long so your cat would have a small place to run and frolicked about. Prayers for you
