You can call your local dog warden and report two things first a code violation of a barking dog second animal cruelty. Search up the dog warden for your county then call and they should be out to investigate same day depending how busy they are.

U have to call pspca cruelty hotline n give address of where the dog is

I'd call the PSPCA. They have more resources to investigate.
