Yes! There's a place to put in your kayak at the last parking lot, if you just follow the main road all the way down. To park a car in Saluda shoals, it costs $5 to the general public, but if you bring your own kayak that should be the only fee you have to deal with.
And with a kayak you shouldn't need a landing. Camping or staying in a villa you have water access.
