When I went it was very early before opening, The line was already around the side to the back of the building. When I got half way a lady was handing out paper with a ticket on it. when I got to the front of the line the lady asked me what I needed help with after taking my number down she said to come back at the time my papper said on it which was 930 about an hour later. ( note) getting there after 12 they will say there full for the day. This happened 4days in a row prior. Hopefully this info helps

You definitely should be able too.. I didn't have an appointment, I had to do an application first. Which I guess you should do at home you might get seen sooner. I didn't so after the application I had to come back in a couple of hours. When I got back to DMV I was able to do what I needed.
