Somebody stole my back license plate I need to get new license plates and tags do I need to go to DMV or can they send them to me?

I think it is more convenient to go personally since they were stolen and this it is easier way for you to obtain the replacement of plates

Sorry to hear that! You would need to go personally to speak with them. I would think they'll need proof of ownership verified since it's stolen. You can always call to speak w agent and find out more.
