Is there a way to go on top of the Empire State Building? I mean the tallest point to get a better view of the NYC at the height of 1400. Me and my friends will be visiting the city for the first time ever.

Yes there is, but you have to pay extra, I think it's like 37.00 us per person to get to the 86th, and another 13.00 us to get to the 102nd, but that is if you are paying at the building, I think it's cheaper if you purchase online, not sure though, have fun!

open floor is 86th, and need to change the elevator at 80th floor which is the inside observatory but taking more time to go up to 86th. and also available to go 102th but as i know need to reservation before.

I believe the highest you can get is something like the 120th floor or something like that. The open-air observation deck is on the... 96th floor? Somewhere around there.
