When I kayak upstream from the dam, I do notice some fish in certain areas. I don't recommend putting in a lot of time in the area; not enough fish. Check the MD DNR website for the schedule of when they stock trout in the stream. Fishing is better then.
i kayak fish there its ok nothing big but they out there ive seen very little tho!
Try another location if catching fish is your goal.
Its allowed with a licence but there is small amount of fish not worth fishing here its mostly for walks and swiming
