I did not see any way to access the top except a stairway. Many left strollers at the bottom of steps. Some rooms on 1st level had a step.
Getting in the fort yes but some of the areas have a steep step up that are not wheelchair accessible as well as the upstairs is not wheelchair accessible but the steps are not as steep.

Yes. Multiple ramps are available for use.
All lower level areas are very accessible but the top floor,where you can see the water is not open to those in chairs. But considering the Fort is several hundreds of years old and back then they didn't even consider people with disabilities.
For the most part
The top level is not wheel chair accessible, bug the have ramps to get into the fort and look at the.bottom areas. There are onky 5-6 wheel chair acessible parking spots and the were full when we went.
