There's a few free days a year, often bear major holidays. Check the website ahead of time. But yes, you will usually have to buy a ticket from the kiosk at the entrance. It is, however, free to walk around the grounds outside of the fort (parking notwithstanding). Lots of space for frisbee and you can walk along the waterfront.
