I wouldn't. They'll just be riding around in traffic. Not sure if Huguenot is open yet since Hurricane Irma came through.... From what I remember, the road had started to wash out the previous year from Hurricane Matthew. I would call the park before driving out there.
Not sure, they have trails there. You could always bring it but don't think you can have it on the beach
