During the holidays Disney is busy everywhere between January February March when school's out pick back up again
I think the best time is right after labor day...we've camped there every year for the last 3 years at that time and its been great..tuesday through friday ...Saturday/Sunday gets busy because school is out
We went unplanned one year around October and it was so quiet there. Other times it was during my kids summer break but even then it's only a little bit busy when everyone comes back from the parks. The camp grounds are so huge that it never felt over crowded except for the main pool area. It can get a bit crazy during summer break. I would think February is a good time to go also.

It seems to correspond to the times that other resorts aren't as busy. But, campground is affordable for families so I'd plan in advance. You won't notice crowds at the campground regardless. People are at the parks
