4:30 is usually a pretty good time to go because they are not terribly busy yet. They don't take reservations but they do a "call ahead seating" where you can get on the waiting list before you actually get there which will shorten your waiting time but it's usually only for parties of 6 or less but it probably wouldn't hurt to call and just let them know you are coming and see what they can accommodate but you may be split in tables close to each other.
You will want to call the restaurant ahead of time to have them set up the table for you

It's first come, first serve. Also, they will not put you on the wait list until all members of your party have arrived. 15 people will most likely be split between 3 tables as they can't easliy accommodate large parties.
