Yes, 16 & up with parent. 18 & older independent. There is on the WCAC web site an application to fill out plus there are orientation class/classes.

A teenager would need to be a minimum of 16 years old and a parent would have to accompany them between 16 to 18 yo. Beyond 18 they are able to function independently.
