I was told by a friend that Wake county called before they euthanized your pet to give you a chance to reclaim. Is this true? What do you pay to reclaim?

Yes Wake County Animal shelter will call u if its your pet that you surrendered. But a pet that are strays that come in. They only Euthenize them if they are sick with a disease that is not curable. But Wake County tries VERY hard NOT to Euthenize.

A stray but the person that found him wants to know if they are going to euthanize so she can adopt but only if they are going to euthanize.

Are you talking about an animal that was surrendered? Or an animal that was found as a stray? The only way that the shelter can call if the animal was a stray is if they are microchipped and the information provided to the microchip database is up-to-date.
