Baby allowed in soaking area supervised by parent? Baby will not go in water. 2 parents what are the rules?

Yes in the larger pool its the coolest.others are way to hot

Babies are allowed in the pools, except the VIP area. But other than that They even sell you the swiming diapers in the bath house.

Saw a lot of kids. Don't know about a 2 year old. I would think they would allow especially with two adults to supervise.

Your good to go. It's a pretty chill place. Just make sure you bring at least 2 towels per person, one for outside and then one for when your done that's dry in your locker. You also want to have either water shoes or flip flops because getting out and walking around can be a pain barefoot. Your baby can easily sit tub side with no issue.

I saw tons of kids all around. There is only one area that doesn't allow kids, but 18 pools do allow, plus some are as low as 75°

I don't have small children but I did see small children in the pools. I recall that they advise being careful/ watchful of kiddos - not just because obvious, normal water dangers. But because the hot water dehydrates you, and the kids will dehydrate faster. Adult supervision is required for 16 and under iirc. Adult pools are 18+ only.
