That's a question that's really subjective. I'm a retired mental.health professional. I would suggest you to contact the primary agency responsible for your loveone's care first. If not satisfied, contact the appropriate county agency responsible for advocacy services.
They have what is called a service coordinator who should keep track of your care. Call them if you are having a problem. The number should be in the packet you first received. If not call PCA, or even better, go there if possible and voice your concerns. Do you have an independent agency that provides you daily care. If not, this is what you need.
