There are some lower areas that can be waded into but it gets deep quickly.
Time of year is important with this answer. Most of the shallow areas are deep soft mud in August and September. Not great for toddlers. The northern section of the lake, just past the lake's outlet stream was more sandy and could work. However, even that area has its muddy parts.
There are some areas with a beach. However, be careful wading in the water it gets very deep quickly.
