LaGuardia is generally faster to get to the city. however, current construction there makes getting transport to the city a little bit more complicated than from the other airports. Also, more sensitive to weather related delays. If times square is your main destination, Newark is about the same distance / tine,

In spite of the construction getting out on public transport is easy. There are also staff to put you on the right bus. You can get a metro card right by the baggage collection area before you go to the bus area.
