Is 3 year olds allowed in kids an action??

Yes 3 yr. Old children are allowed my 2 yr. Old and 5 yr. Old had a ball the only ride my 2 yr. Old couldn't go on were the bumper cars.. but she went on the little roller coaster and all the other activities.
