It is generally safe, but can be a bit dangerous depending on the trail you take and the experience level of the person hiking. I entered at the Breakneck Ridge trail on 9D which was quite steep and challenging, but there were maps available at that entry which were helpful. Also, keep in mind that Google Maps shows a lot of hiking trails right in the app and that GPS almost always works even if you lose cell service. So you can likely rely on Google Maps & your GPS location to find your way around if you can't get a physical map.

Yes it's safe (as long as you are) and there's maps available from the NYNJ Trail Conference website. Make sure you take a backpack to carry out empty water bottles (and pick up bottles that you find) and also please do not bag dog poo if you're bringing a dog. No one is going to pick it up so it'll just be littering a plastic bag needlessly.
I passed through by Amtrak train. It's beautiful but I don't know if it's safe. I assume it is. Don't know about map availability.
