It's free. Just whatever you bring in, take back with you. We've seen way too much garbage left behind. Beer cans/bottles, plastic bags, dirty diapers....etc. They do provide garbage cans down on the beach part, some people choose to be lazy!
Of course. I was there yesterday. I'm going back today to beacon to the fire tower. If it is snowing or below freezing micro spikes are a must. Dress warm and, bring plenty of snacks. Anthony's nose 2 trailhead is a good starting point for the highlands.
Bow hunting is allowed but you must attain a hunting permit from the Fahnestock State Park Office.
There are camping sites at Winding Hills Park in Montgomery NY

It is generally safe, but can be a bit dangerous depending on the trail you take and the experience level of the person hiking. I entered at the Breakneck Ridge trail on 9D which was quite steep and challenging, but there were maps available at that entry which were helpful. Also, keep in mind that Google Maps shows a lot of hiking trails right in the app and that GPS almost always works even if you lose cell service. So you can likely rely on Google Maps & your GPS location to find your way around if you can't get a physical map.
Sorry, no free camping. For extra credit, do it backwards starting from the Washburn trail! Good luck
