You would have to ship it to a federal firearm licensed dealer, then obtain a license in NYS or NYC to pick it up.
Under federal law, firearms can only be shipped between FFL's and not personal residences each state is different in their FFL fees, the NYC fee is a mandatory $125.00 I believe. As the registration, you have to be a NYC resident in order to do so, none residents can't.
