Will the registry allow me to pick up my wife's new vanity plates? I'm off during the day and she is not.

Yes -- if you have the registration form signed by her and notarized. The form is here: http://www.dmv.ri.gov/documents/forms/registration/TR-1.pdf If she is changing license plates, you also need to bring in the old plates so that those can be canceled and returned to list of available registrations.

No, she has to sign for the plates and show positive identification
