I wouldn't recommend that you gift your plates to anyone.If you are selling your truck,you should cancel the plates to avoid paying any fees.The person who is buying your truck can get their own plates in their name.

No, you can't give your plate to anyone if someone else wants that particular plate that person will have to apply for it as a vanity plate.

You can't transfer a registration to a vehicle for which you are not at least one of the owners.
