No. Plate transfers are done in the main customer service area of the Cranston office.
I don't know what the plate department is. If you're going to transfer the plates to another vehicle you can but like any registration, you have to fill out the application for transfer of registration, have the title and proof of insurance, have the vin inspection done and stand in line with everyone else
