You should call operator control to see if you have any registration issues.

It's never a good idea to mail it, in the future if you are a member of WAS, it's easier to go there.

You can fill out this form: http://www.dmv.ri.gov/feedback/ It can take three days to receive a response. Registrations can take three to six weeks to arrive.
