You're going to have to get the VIN done first. Those are done at any municipal police station. Contact one near you to learn what days/times they do those. To register a vehicle, you will need the title, if the vehicle is model year 2001 or newer. If the vehicle is older than that, you will need proof of ownership, such as a bill of sale.
