I brought a 2012 car. I have the bill of sale and the title is signed over to me. I have since realized that I can not afford the registration fees, insurance and car taxes. Can I sell the car even though I have never registered the car?

Sure, as long as you have the title you're good to go

Yes. Make sure you have the title because you will have to sign it off to the buyer. If the care is financed, you're going to need to contact the finance company.
