I live in NY but I go to school here in Rhode Island. Would I have to get my ID in NY or can I just get it in RI?

Tynita, if you are a full-time resident of Rhode Island, you should get a Rhode Island ID. But, if you still consider NY your permanent residence keep your NY ID.

Either NY or RI will issue you an ID if you can provide them with the necessary paperwork that proof your address is in either of the States. Whichever you prefer go for it.
