There was no extra fees when I went through this a few months ago. However I highly suggest you consult the DMV website. It's very thorough In explaining what documents you need for that type of transaction.

There are registration fees for the new owner, but no additional fees beyond that Your need to give them a gift letter stating both your names and addresses, the relationship between you, and the vehicle’s information (year, make, model, and VIN). If you are also keeping the vehicle’s current plates, you must give permission to do so in the letter. If the vehicle is 2001 or newer, you must give them the title to the vehicle, signed over to them in the ‘transfer of owner’ section on the back of the title. Otherwise, they will need the previous registration.
