Please contact the DMV administrative office by using this online form -- http://www.dmv.ri.gov/feedback/ Include the make/model/year and VIN of the vehicle, along with your address and contact information. A staff member will determine the whereabouts of your plates and contact you about delivery/pickup options.
I don't know. I would definitely call or write the DMV to find out what they know.
