Not sure as of "who" can get a card, but anyone can use the computers. If you have a library card your card number located on the back will be your access code and if you don't have a library you have to show drivers license or id. You do not need to put in your drivers license or id number for access....the librarian will unlock it for you manually.

Both of the previous answers are correct with the exception that a library card is not required to use computers. If you do not have a library card, you can present a picture ID instead. Students enrolled at any Johnston County Public School or Neuse Charter School can also use their PowerSchool ID Number as a library card (which also works to access computers).

From the library website: How to Obtain a Library Card The following individuals qualify for a free library card: Anyone who lives in and/or owns property in Johnston County. Residents of the counties of Wake, Harnett, Sampson, Wayne, Wilson, Nash, and Franklin. Any person attending school or working in Johnston County. At least one of the following items of identification is required to obtain a library card: A valid NC driver's license with a current address or a valid driver's license with your picture and a document showing present address. A student picture ID showing proof of enrollment (if under 16 years old, the student must be accompanied by a parent with a valid NC driver's license with a current address or a valid driver's license and a document showing present address). A document showing proof of employment in Johnston County (such as a current pay stub) and a picture ID. To use our computers, you must: Have a Johnston County library card.
