I think you have to have someone that is authorized to take you.
If you have a KSC or CCSFS badge, it's the (abandoned) launch pad just south of LC-37 (Delta IV pad). Or, I believe there are special tours from KSC Visitor's Center. They should be able to tell you if they have tours to LC-34.
