Not true. I rescue animals and work with REAL dog trainers. You can train a K9 non-aggressively to get the bad guy. That's what you want. Not a dog that is no longer clear on how he is supposed to act going after anyone or another animal. I'll bet your farm that these wanna be's have a connection to dog fighting rings
Any civilian like us would be charged for those same actions. Officer immunity again, not surprising. Officers get second chances, but civilians do not. Funny thing is if that dog defended itself from the officer when it was being attacked, it would have been shot dead.
